The following is a summary of AusLink programs funding conditions.
National Projects Funding Conditions
Under the terms of AusLink (National Land Transport) Act 2005 (the Act), the Minister may approve a project as an AusLink National Project, if the Minister is satisfied that the project is eligible and considers that it is an appropriate project.
Roads to Recovery Funding Conditions
The AusLink Roads to Recovery program delivers Australian Government funding to councils for local road improvements based on a formula approved by each State Grants Commission, which is generally linked to population and road length. Funding conditions have been developed to ensure that councils are aware of their obligations in receiving funding under the Roads to Recovery program. Money provided under the Roads to Recovery program is not intended to replace council spending on roads or State and Territory Government assistance to councils for local road construction or maintenance.
Black Spot Funding Conditions
Funding is mainly available for the treatment of Black Spot sites, or road lengths, with a proven history of crashes. Project proposals must be able to demonstrate a benefit to cost ratio of at least 2:1. For individual sites such as intersections, mid-block or short road sections, there has to be a history of at least three casualty crashes over a five-year period. For lengths of road, there must be an average of 0.2 casualty crashes per kilometre of the length in question over five years; or the road length to be treated must be amongst the top 10% of sites with a demonstrated higher crash rate than other roads in a region. The requirement of a history of crashes is necessary to ensure that those sites that have a recurrent problem are targeted for treatment.
Strategic Regional Funding Conditions
The following activities are eligible for funding under the Strategic Regional program:

the construction of an existing or proposed road, in a State or Indian Ocean Territory, that is not included in the National Land Transport Network;

the maintenance of an existing or proposed road, in a State or Indian Ocean Territory, that:

the construction of an existing or proposed railway, in a State or Indian Ocean Territory, that is not included in the National Land Transport Network;

the construction of an existing or proposed inter-modal transfer facility, in a State or Indian Ocean Territory, that is not included in the National Land Transport Network;
-
the acquisition of application of technology that will, or may, contribute to the efficiency, security, or safety of transport operations in a State or Indian Ocean Territory.
